J. Scott Carr is an expert in the field of secure ID solutions, with more than 20 years experience in sales and business development, strategic marketing and software development. As an Executive Vice President at Digimarc Corporation, Carr is responsible for business development and North American sales for Digimarc's secure identification solutions.

In his 10 years with Digimarc, Carr has held a number of executive management positions leading the development and successful deployment of digital watermarking and government-issued document and ID security applications. Carr is also the co-inventor of more than 20 patents in Digimarc’s digital watermarking portfolio relating to inventions associated with media and secure document applications of the technology.

As an expert in the security field, Carr led the company’s currency anti-counterfeiting business, and has testified on ID security issues before the U.S. Senate Finance Committee and the National Conference of State Legislators (NSCL) Homeland Security taskforce, and presented at industry events such as the American Association of Motor Vehicle Administrators (AAMVA), Information Technology Association of America (ITAA), Intergraf Security Printers Conference, and The International Society of for Optical Engineering (SPIE).

Prior to joining Digimarc, he was vice president of marketing for nCUBE, a firm that specializes in servers for broadcast-quality video delivery. Carr also held several software and marketing positions at Sequent Computer Systems, where his work included strategic marketing and business development for video-on-demand and complex, highly available database systems. Carr has previously held software development positions at manufacturing and factory automation companies. He holds a Bachelor of Science degree in Computer Science from Oregon State University and an executive MBA from the Stanford/AeA program

Anne L. Collins was appointed Registrar of Motor Vehicles by Governor Mitt Romney on November 18, 2005. Prior to this appointment Anne served as the Director of the Division of Professional Licensure. In that capacity she had supervision of the 29 professional licensing boards that provide consumer protection in fields ranging from Architecture to Veterinary Medicine. During her tenure Anne was instrumental in eliminating the backlog of consumer complaints. Under her leadership the Division both increased disciplinary actions by 200% and cut case processing time by 70%. During 2002, Anne served as Deputy Director and Chief of Staff of the Massachusetts Office of Consumer Affairs & Business Regulation. In that capacity she was responsible for implementing the state’s Do Not Call Program. This effort helps preserve peace and quiet for consumers by reducing unwanted telemarketing phone calls. Anne also had oversight responsibilities for the Consumer Programs of the Office including the Consumer Hot Line and Lemon Law Arbitration Program and several consumer protection regulatory agencies.

Prior to working at the Office of Consumer Affairs, Anne was the Deputy Registrar of Motor Vehicles. She was part of the management team that dramatically reduced customer wait times at branches, implemented the new driver license system and the new vehicle inspection program. Anne also worked for ten years at the Division of Professional Licensure where she was initially a prosecutor and later General Counsel and Deputy Director for Enforcement.

As Registrar, Anne is focused on initiatives addressing service, security and safety including implementation of Melanie’s Law, new driver training standards, a new automated testing system and facial recognition software.

Philippe Guiot is the Chief Information Officer for the American Association of Motor Vehicle Administrators (AAMVA), where he is responsible for the information systems developed, implemented and operated by AAMVA. During his career at AAMVA, Mr. Guiot supervised the implementation and operations of several nationwide Driver and Vehicle systems including the Commercial Driver’s License System (CDLIS), the National Motor Vehicle Information System (NMVTIS), the Social Security On-Line Verification System (SSOLV), the Electronic Verification of Vital Event Records (EVVER) and the Digital Image Exchange system to name a few.

Prior to joining AAMVA, Mr. Guiot worked for CGI systems in France and in the US where he gained extensive experience in system development life cycle methodologies, business reengineering processes and software engineering technology working on large scale IT projects.

Mr. Guiot holds a masters degree in Mechanical Engineering and Production Management from l’Ecole National Superieur D’Arts et Metiers, Paris.

Nikos Isaris is the Project Manager for the Visa Information System (VIS), a central database of all short-stay visa applications in EU Schengen states in support of EU’s Common Visa Policy. Developed by the unit "Large-scale IT systems" within the European Commission’s Directorate-General Justice, Freedom and Security, VIS includes a Biometric Matching System (BMS) initially sized for 70 million 10-flat fingerprint records. Apart from VIS, the unit deals with the development of the second-generation SIS (Schengen Information System) one of the biggest Border Control and Police Information systems worldwide. Coming from the Commission’s Taxation and Customs Union Directorate-General, Nikos joined the “Large-scale IT Systems” unit in early 2006 to become the BMS and later the VIS Project Manager.

A senior level executive with 29 years of U.S. Government experience, Mr. Kefauver is Principal of his own consulting firm, Fall Hill Associates, LLC. He also has served as Adjunct Professor at the James Monroe Professional and Graduate Center of the University of Mary Washington, teaching international business and a course entitled “Global Issues in the 21st Century”. Prior to this, he was Managing Director, Secure Document Systems for Intergraph. Immediately prior to that, he was Vice President of STATISTICA and before that served as Deputy Assistant Secretary of State, Passport Services, at the U.S. Department of State.

Mr. Kefauver's background provides in depth knowledge of secure document production systems, with emphasis on border control and management. He has chaired many international fora, including the International Civil Aviation Organization (ICAO) Work Group on New Technologies, as well as within the International Standards Organization (ISO) with the goal of developing world standards for identity and biometric measurement and machine verification of domestic and international documents.

Before joining the Department of State, Mr. Kefauver was Deputy Executive Director with the Federal Trade Commission for five years; prior to that, he served in a variety of increasingly responsible managerial positions with the Federal Trade Commission and the National Labor Relations Board. Throughout his government career, Mr. Kefauver was frequently recognized for outstanding service. He is frequently called upon for speeches and presentations at technical symposia, conferences and professional meetings.

Kathleen Kraninger currently serves as the Director of the Office of Screening Coordination at the Department of Homeland Security, a position to which she was recently appointed by Secretary Chertoff. Previously, Ms. Kraninger was a Professional Staff member for Senator Susan Collins (R-ME), Chair of the Senate Homeland Security and Governmental Affairs Committee. Her portfolio with the Committee included transportation security, port security, screening programs, privacy and science and technology.

She has worked as a Policy Advisor to both Secretary Ridge at the Department of Homeland Security and Secretary Mineta at the Department of Transportation, involved in a broad range of issues including transportation security, border security and terrorist screening. In addition, she held other posts at the Department of Transportation, including in Legislative Affairs covering maritime issues and Congressional offices representing the Great Lakes region. In 2000, Ms. Kraninger worked on the Bush 2000 and Cantor for Congress campaigns.

Kraninger has a bachelor of arts from Marquette University and is currently a fourth year evening student at Georgetown University Law Center. She served as a U.S. Peace Corps Volunteer in Ukraine

Robert A. Mocny is deputy director of the United States Visitor and Immigrant Status Indicator Technology (US-VISIT) program, the largest biometric-based immigration and border management system in the world.

Operated by the U.S. Department of Homeland Security (DHS), US VISIT is part of a continuum of security measures that begins overseas and across our land borders and continues through arrival in and departure from the United States.

Mr. Mocny is responsible for the day-to-day operations of US VISIT. This includes managing the development and deployment of the US-VISIT program, which integrates vital information and makes it available to appropriate federal organizations.

Over the course of his career, he has served in several senior federal government positions related to U.S. immigration policy and operations, including director of the Entry/Exit Project and acting assistant commissioner and assistant chief inspector with the former Immigration and Naturalization Service.

Mr. Mocny is a leading authority on the evolution to an automated entry-exit border system in the United States. He led the establishment of the dedicated commuter lane program Secure Electronic Network for Traveler’s Rapid Inspection (SENTRI) at U.S. land border ports and initiated the policy of interagency project teams to meet critical U.S. government mandates.

Mr. Mocny frequently testifies before Congress and speaks at international forums on biometrics and security, and is an advisor to the European Union Biometric Forum. He also provides the media with a senior government perspective on issues related to US-VISIT, advanced identification technologies, and immigration and border management. In 2005 he was appointed to the International Biometric Advisory Council, a group composed of representatives from national governments, international security organizations, and the private sector that advocates global cooperation on issues such as standards and interoperability. That same year the DHS assistant secretary for policy appointed him to represent the Department of Homeland Security on a newly formed Advisory Policy Board for the FBI’s Criminal Justice Information Services.

Mr. Mocny holds a joint degree in Soviet and liberal studies from the University of California, Santa Barbara. He has received numerous awards in his career, including the U.S. vice president’s annual Hammer Award for the SENTRI program’s innovative use of information technology.

Kenneth P. Mortensen is the Acting Chief of Staff for the Privacy Office at the U.S. Department of Homeland Security. As the Acting Chief of Staff for the Privacy Office, he assists the Chief Privacy Officer in developing and representing DHS Privacy Office policies, programs, and goals. Mr. Mortensen supports the Chief Privacy Officer with the day-to-day management of Privacy Office operations, including privacy compliance oversight and privacy technology reviews. Additionally, he speaks for the Privacy Office both internally and externally, liaising with other federal agencies on privacy policy and federal government implementation of privacy laws and regulations. On behalf of the Chief Privacy Officer, he represents the Department for the coordination of policies that facilitate the appropriate sharing of information for national and homeland security purposes ensuring individuals’ privacy and civil liberties as required for the development of a government-wide information sharing environment.

Mr. Mortensen joined the Privacy Office in 2005 as the Senior Advisor for privacy policy dealing with information sharing, data security and integrity, and border protection. In that role, he advises the Chief Privacy Officer and Department senior leadership about privacy matters concerning the use, harmonization, and implementation of technologies using risk assessment management techniques. As such, Mr. Mortensen helped pilot the development of Departmental guidance to ensure that privacy protections are considered in the development and implementation of data exchange rules, policies, and directives. Additionally, Mr. Mortensen researches the privacy implications of the use of new technologies, including biometrics, radio frequency identifiers, data mining, federated identity management, and metadata collection.

Mr. Mortensen’s background is as an attorney who practices primarily at the legal intersection between information privacy/security law and knowledge management law and is one of the originators of the new practice area of information privacy management. Formerly, Mr. Mortensen was a founding and managing partner of the law firm Harvey & Mortensen, which was located in Berwyn, Pennsylvania in the Philadelphia metropolitan region.

While at his law firm, he was instrumental in founding the Philadelphia chapter of InfraGard, a non-profit corporation associated with the Philadelphia Division of the FBI dedicated to provide cooperation between private industry and law enforcement in the defense of infrastructure components, as its first secretary and general counsel. Additionally, he served as outside counsel for the Pennsylvania Office of Attorney General regarding technology and Internet matters.

Prior to forming his law firm, Mr. Mortensen was at Villanova University School of Law, where he taught information law and served as Director of the Center for Information Law and Policy, where he managed the Virtual Magistrate Project, the first online dispute resolution system, the Federal Web Locator, the initial comprehensive online directory for the U.S. federal government, and the Federal Court Locator, the original home page for U.S. federal judiciary opinions.

Mr. Mortensen is co-author of the “Civil Litigation: Security” chapter in the book Data Security and Privacy Law: Combating Cyberthreats, discussing legal issues arising from security breaches and cyber incidents. Moreover, he is adjunct faculty at Villanova University School of Law and West Chester University.

In addition, Mr. Mortensen has served as a technology consultant for his own business and a hardware design engineer for Unisys Corporation, starting with Burroughs Corporation’s large systems division. He earned his BSE in electrical and computer engineering from Drexel University and his joint JD/MBA from Villanova University. He is a member of the Pennsylvania and New Jersey bars.

Frank Moss is the Deputy Assistant Secretary for Passport Services of the Bureau of Consular Affairs of the Department of State. He is responsible for overall management of the Department's efforts to adjudicate and produce passports for more than 12 million American citizen customers each year. He has served in this position since January 2003.

Prior to his current assignment he served between 1998 and 2003 as the Executive Director of the Bureau of Consular Affairs of the Department of State. He directed the Bureau's administrative support operations, including resource and personnel management, automated systems and general services support. He received a Presidential Meritorious Rank Award in 2002 for his service as the Executive Director.

He has also served as the Senior Advisor for Border Security to the Assistant Secretary for Consular Affairs. In that position he directed the development, justification and implementation of the Department of State's Border Security Program. He also had extensive responsibilities for bilateral matters related to common border issues with Canada and Mexico. He served in that position between January 1995 and April 1998.

Prior to joining the Bureau of Consular Affairs, Frank Moss served from 1987-1994 in the Office of the Coordinator for Counter-terrorism. His responsibilities included inter-agency efforts to reduce the threat posed by terrorism to U.S. nationals and interests, and to support investigations of acts of terrorism, especially the Pan Am 103 bombing.

Frank Moss was the Refugee Coordinator at the US Embassy in Khartoum, Sudan from 1985-87. Immediately prior to that he was seconded from the Department of State to the Office of the UN High Commissioner for Refugees (UNHCR). He served with UNHCR from 1982-85 and spent most of that period assigned to the UNHCR office in Islamabad, Pakistan, where he managed relief programs for Afghan refugees.

Between 1979 and 1982 he had a variety of assignments in the Department associated with the management of US refugee programs and policies. Between 1975 when he joined the Department and 1979 he worked as a budget and management analyst.

Frank Moss is a career member of the Senior Executive Service. He is a Distinguished Graduate and has a Masters Degree in National Resource Strategy from the Industrial College of the Armed Services at the National Defense University (1994). He also has a Masters in Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University (1975). His undergraduate studies were at Georgetown University from which he graduated with honors in 1974.

Paul Summergreene is currently the Executive Director of Queensland Transport's newly formed Information Management (IM) division where he directs a team of 400 staff and manages an annual budget in excess of $1.9b.

Queensland Transport's IM Division is responsible for delivering Information and Communication Technology (ICT) services to over 8,300 internal customers throughout Queensland. Paul is also accountable for the provision of Corporate Financial services and Information Management across the department.

Paul and his team are acknowledged ICT leaders within Queensland Government and in the delivery of information management solutions. Some of their achievements include:
  • Service Orientated Architecture (SOA) – QT was the first in the world to implement an SOA (1997). QT has been recognised by IBM for its advanced planning and architecture management practices as being far more advanced than most organisations on SOA implementations
  • Generic Payment Service (GPS) – The first online payment system in Queensland Government was implemented by QT in 2001. Since then GPS, a system designed and architected to be a whole of government payment engine, has been used to deliver all of QT's online payment services and has processed over $100m in transactions since its inception
  • Consultancy to Fijian Government – QT is providing ongoing assistance to the Fiji Land Transport Authority in the development of high level technical requirements to assist with their implementation of an Integrated Network Data Access system. This system will enable the effective management of compliance activities by providing access to data using a mobile device
  • Information Management – Under the Information Management initiative, Paul aims to improve the availability, quality and consistency of information within QT and reduce costs associated with duplication and redundancy of information. Paul has been working with stakeholders to develop a framework and action plan to move the initiative forward and deliver tangible results through pilot projects with various divisions in the organisation
Paul’s 29 years of Queensland Government experience has recently broadened to encompass the role of Project Director for implementing the New Queensland Driver License (NQDL). The NQDL will place Queensland at the international forefront in delivering a secure licensing system using innovative technology that will improve licensing security, service delivery and reduce fraudulent activity. Rollout of the 2.8 million smart card driver licenses will begin with a pilot in late 2008 and scheduled to be completed by 2011.

“My goal is to continue to work towards a model of technology innovation and proactive customer management, by supporting Queensland Transport’s internal divisional customers, external customers and partners with achieving their desired business outcomes.”

With more than a decade of extensive public and private sector experience, C. Stewart Verdery, Jr. delivers public policy results in a wide range of fields including homeland security and law enforcement, technology and telecommunications, and intellectual property. In addition, he is a sought-after public speaker on a wide range of homeland security and international commerce topics and has appeared on CNN, Fox News, and a wide range of other media outlets. Prior to forming Monument Policy Group in 2006, he served as a principal at the government relations firm of Mehlman Vogel Castagnetti, Inc., leading their homeland security and international trade practice.

From 2003 to 2005, he served as the Assistant Secretary for Border and Transportation Security at the U.S. Department of Homeland Security, following his confirmation by the U.S. Senate. There he led efforts to develop and implement policies related to immigration, visas, and travel facilitation; cargo security and international trade; transportation security; and law enforcement. Stewart worked extensively with foreign governments and appeared frequently as a witness in hearings before numerous Congressional committees and as a public speaker on topics related to homeland security, travel facilitation, and international trade. Stewart chaired official government committees related to international trade and tourism and served on the President’s Advisory Committee to Protect Americans’ Civil Liberties.

Among the major DHS policy initiatives Stewart spearheaded were:
  • Border Security. Responsible for policy development for US-VISIT entry-exit program for foreign visitors
  • Aviation Security. Negotiated international data-sharing agreement with the European Union
  • Immigration and Visa Policy. Responsible for development of U.S. immigration enforcement and visa policy
Prior to his service at DHS, Stewart served as General Counsel to Sen. Don Nickles (R-OK), Assistant Senate Majority Leader, from 1998 until 2002, where he played a major role on a wide range of policy issues including crime and law enforcement, commerce, judicial nominations, constitutional law, campaign finance, telecommunications, and the creation and management of the Senate Republican High Tech Task Force.

Stewart also served as counsel to Chairman Orrin Hatch (R-UT) on the Senate Judiciary Committee and directed the committee’s crime unit in 1998. At the Senate Committee on Rules and Administration from 1996-1998, he worked for Chairman John Warner (R-VA), investigating the contested Louisiana Senate election.

In addition to his government service, Stewart was Senior Legislative Counsel for Vivendi Universal Entertainment, focusing on telecommunications and intellectual property issues; an Associate at the Washington office of law firm Baker & Hostetler; and a Media Analyst at the Media Research Center.

Stewart also serves as an Adjunct Fellow at the Center for Strategic and International Studies; a Member of the Board of Directors at Isonics Corporation; a Member of the Advisory Board of Packethop, Inc.; and a Member of the Independent Task Force on Immigration and America’s Future at the Migration Policy Institute. He received his B.A. from Williams College and J.D. from the University of Virginia.

Raymond WONG is the Assistant Director of the Immigration Department in Hong Kong Special Administrative Region, China, in charge of development and management of information systems. He received two Bachelor degrees of Laws in China and UK respectively and has been awarded five Master degrees in Comparative Law, Chinese Laws, Management, Information Systems and Business Administration from Hong Kong and China. He is also a Ph.D candidate in Business Administration, University of Newcastle, Australia.

Raymond joined the Immigration Department in 1972. Since 1982, he was responsible for the implementation of a number of important IT projects of the Department. These included the Identity Card Information System in the 1980’s; the Information Systems Strategic Study in 1991; the implementation of the Corporate Database project in 1994; the Travel Document Information System for the HKSAR passport in 1997; the Information Systems Strategy Review in 1999; and the Smart Identity Card Information System in 2003. He is now responsible for the implementation of the Updated Information Systems Strategy of the Department, which comprises 30 projects including a number of innovative projects like Automated Passenger/Vehicle Clearance Systems, Easy Application and Investigation System, Electronic Records Programme, Biometric Passport System, etc.
